    I might be wrong about this, but I think by adding a negative charge to the center of the “nucleus” lowers the energy as you are decreasing the total charge of the nucleus. Since we are working with the nucleus, you want to add a small positive charge instead of a negative charge. This would increase the energy level as we expected. I played around in Desmos with the models, and the only thing that raised the energy level when messing with the ε term was having ε<0, thus making -ε>0.
