Myabe the thermal motion of the atoms decreases, allowing the magnetic moments to align better. This alignment causes the splitting to increase. So, with less motion at lower temperatures, the system can achieve a more ordered magnetic structure, which results in larger hyperfine splittings and a clearer, more precise magnetic field at 18 K.
