The electric monopole shift gives a positive contribution to the energy levels if nucleons are added to the nucleus, because the mean square radius will increase.
When we add a negative charge in the nucleus, the Coulomb force between the negative charge and the two positive (nuclear) charges is attractive. As a result, the mean square radius will decrease which will lower the energy as a consequence.
