Answer lowest energy

If alpha > 0, like alpha =1 the energy is lowest when theta is 0 or 180°, the dumbbell is oriented parallel to the z axes.
If alpha <0, the energy is lowest when theta = 90°, so when the dumbbell lies in the xy-plane
If alpha = 0, there is quadrupole energy so the angle does not matter.
