    1) We know that the nucleus has spin I=1, therefore there are three posible magnetic quantum states: ml= -1, 0 ,+1. Each of those corresponding to a specific orientation of the spin with quantized energy levels.

    2) Low temperature means means low energy, thus most nuclei will be at the lowest energy state, corresponding to the ml=+1, with orientation of the nuclear spin pointing towards the positive z-axis.
