Because I = 1, the nucleus is in an excited state. I = 1 result in 3 different magnetic hyperfine levels.
I believe that an ensemble of these nuclei at a low temperature will be an aligned ensemble with a different probability of pointing up or down, because at a low temperature, the lowest energy level will be more occupied than the highest.
