Since starting from a quantum state, we know that the energy levels as well as the angular momentum is quantized and so discrete. In a classical system the energy is continuous so to go from quantum to classical we need to go from discretized energy to continuous energy. For an l=1 the splitting of the states will be of such small differences, it can be seen as being continuous.
